This is a unique opportunity to help shape the oversight of one of the health system’s most critical enablers — digital transformation. As Lead Adviser, Digital Monitoring, you’ll provide expert leadership and judgement across major digital investments and technology‑enabled change, ensuring risks are understood, benefits are realised, and system impacts are visible early. Working closely with senior leaders and system partners, you’ll bring together digital, financial, infrastructure and service performance insight to support confident stewardship and decision‑making.
What you’ll do
- Lead digital monitoring and assurance by overseeing the Ministry’s monitoring of major digital programmes and platforms, particularly across Health NZ, and advising on delivery performance, benefits realisation and risk.
- Provide system‑level risk and impact insight by identifying emerging digital delivery, capability and sustainability risks and explaining how digital initiatives affect services, workforce and system performance.
- Enable proportionate assurance and intervention by recommending fit‑for‑purpose monitoring, reviews or escalation where digital risks threaten delivery, financial performance or public confidence.
- Deliver integrated, decision‑ready advice by synthesising digital, financial, infrastructure and service performance information into clear, evidence‑based monitoring advice for senior leaders.
- Strengthen digital monitoring practice through quality assurance, continuous improvement of tools and frameworks, strong collaboration with stakeholders, and leadership that upholds equity and Te Tiriti o Waitangi obligations.
Ko ngā pūkenga ōu - What you’ll bring
- Expert practitioner in monitoring and assurance practices with highly developed monitoring capability and personal judgement, including the ability to distinguish performance signals from noise, and identify emerging operational risks and recommend proportionate assurance interventions.
- Deep expertise in monitoring digital investment and delivery, applying a disciplined, risk‑based and operationally informed lens to complex programmes and platforms, and assessing system‑wide impacts on service delivery, operational resilience, workforce capability, and public confidence.
- Ability to translate complex digital and technical information into clear, decision‑ready insight for non‑technical audiences, including senior leaders and Ministers.
- Proven capability to undertake detailed technical analysis for escalated monitoring or intensive assurance, while exercising sound judgement on when to rely on external technical expertise.
- Highly developed capability to integrate digital insight with financial, service‑performance and infrastructure considerations, supporting a holistic understanding of system performance.
- Extensive experience influencing senior leaders, boards, and external partners, including operating effectively in complex and politically sensitive environments.
- Proven ability to build trusted, effective relationships with Crown entities, central agencies, and specialist external stakeholders to support effective monitoring and assurance.
