The Technology Management Division (TMD) provides Corporate IT, and Cyber Security & Privacy Governance to Rakuten Group companies and essential business management for technology organizations, thereby enabling innovation and strengthening the technology foundation. Within TMD, the Corporate IT Supervisory Department (CITD) drives Rakuten Group’s global corporate IT services and infrastructure. The Corporate IT Infrastructure Department (CITID) provides the stable and reliable technological foundation that supports Rakuten's global business operations. We deliver simple, secure, and robust infrastructure services with operational and engineering excellence, managing core infrastructure, enterprise collaboration platforms, development support tools and project management.

Position Details
- Tenant and License Standardization and Consolidation Support tenant and license consolidation initiatives across developer tools. Coordinate impact analysis with affected business units and teams. Plan and track migration timelines, communications and follow up actions.
- Stakeholder and Vendor Coordination Serve as an operational point of contact between DTSG and teams such as security, legal, privacy, procurement, support and helpdesk, as well as other corporate IT business functions. Coordinate non-billing vendor interactions, including incidents, follow-ups and roadmap discussions, together with the project manager and architect. Maintain the DTSG stakeholder roadmap and RASIC to ensure roles and responsibilities are clearly defined for each development tool.
- Process Documentation and Continuous Improvement Document approvals, change requests, consolidation activities and communications using clear checklists and templates. Maintain DTSG documentation for team roles and responsibilities, RASIC and governance processes. Collaborate with the project manager to identify bottlenecks in approvals and change workflows and propose practical improvements.
- Change and Release Coordination Support the planning and tracking of changes and releases for developer tools, including new features, configuration changes, rollouts and deprecations. Maintain a clear change calendar for major initiatives. Prepare and support pre change and post change communication, including Confluence pages, Slack messages, emails and FAQs.
- Approvals and Policy Alignment Coordinate required approvals with privacy, security, legal, procurement and other stakeholders. Track approval status in Jira and Confluence and maintain an auditable record of decisions and supporting evidence. Ensure DTSG remains aligned with current policies and proactively highlight governance risks or gaps.
- Risk, Audit and Tracking Support Track governance related risks such as missing approvals or policy misalignment. Ensure governance, approval and change records are organized and easy to retrieve for audits. Provide clear status views, including which tools and changes are pending and which approvals are outstanding.
Mandatory Qualifications:
- Bachelor's degree in Computer Science, Information Technology, or a related field.
- Business level proficiency in English (conversation and written).
- Proven experience in technical support, particularly with development tools.
- Knowledge of software licensing and compliance.
- Minimum 3 to 7 years of experience in roles with clear ownership and accountability in areas such as:
- Experience in IT service management or IT operations, including coordination across multiple teams.
- Experience in governance, risk and compliance, preferably in a regulated or complex environment.
- Experience in IT or SaaS project or program coordination, with responsibility for timelines and stakeholder alignment.
- Experience in project management office or change management in a large organization.
- Proven experience coordinating approvals and reviews with multiple stakeholders such as security, legal and procurement.
- Strong familiarity with SaaS and cloud tools and with basic concepts such as single sign on, access control and configuration changes.
- Strong organization and follow through, with a track record of managing multiple parallel work streams with minimal supervision.
- Demonstrated ability to influence stakeholders at different levels and drive agreement in situations with conflicting priorities.
Desired Qualifications:
- Experience with AI tools and techniques to enhance software development processes, such as AI-driven code generation, automated testing, and intelligent debugging.
- Familiarity with IT tools (e.g., JIRA, Jira Service Management, Confluence).
- Japanese business conversation level.
- Experience mentoring junior team members or acting as a go to person for governance and approvals topics.
